Elaine C Regan

April 24, 1931 — January 28, 2024

Elaine Carol Regan (nee Sam), age 92, passed away peacefully on January 28, 2024, while surrounded by loving family.


Elaine was preceded in death by her loving husband, Charles (Chuck) Regan of 43 years, son in law Steve Waldbillig and many siblings and in laws.


Left to cherish Elaine's memory are her children Kathy (Charlie) Morehouse, Sue (Bob) Reis, Charles (Lili) Regan, Carol "Tammy" Waldbillig, Leigh Waldbillig (Denny Dennison), Kelley Regan (Matt Adam); many grandchildren, great-grandchildren and one great-great grandchild; as well as her brothers, sisters, in-laws and many nieces and nephews.


Elaine was born April 24, 1931, the last of five children, to Mabel (Plant) and Joseph Sam. Joseph Sam died at a young age and as time went on Mabel remarried Oscar Mathison and went on to have five more children and raised all ten of their children in St. Paul Park.


Chuck and Elaine married on February 24, 1949. Chuck and Elaine went on to raise their six children in St. Paul Park. Elaine had a love of cooking, baking, gardening and family. She could whistle like a beautiful bird as she moved throughout the day bringing sweet joy to those within hearing distance.


After losing her husband, the love of her life, on January 3, 1992, Elaine moved in with daughter Kelley in Eden Prairie until recently, then moving in with daughter Leigh in Inver Grove Heights who lovingly cared for mom throughout her end of life journey.

Elaine had an impact on each of us who were blessed to know her. Kindness, patience, perseverance, to have a sense of humor and to love deeply are just a few of the things we learned from her.


We will miss you Mom, but Dad has been waiting for you for a long time....We will love you forever....

A private family service will be held in the Spring in honor of Elaine.


Arrangements are being completed by Starkson Family Life Celebration Chapel of Hastings.
